This has got to be one of the stupidest things I've ever heard of coming out of any state legislature. And considering I live in Louisiana, who state legislature has officially declared that chickens are not animals (so that cruelty to animals laws won't affect cockfighting), that's really saying something.
You should go through a year of intensive counseling and a full year of living with a clip-on before you get pierced.
More seriously, I think FGM is really really sick. It's one of those things I think is so sick that I almost can accept otherwise unacceptable intrusions into privacy to stop it. But not quite. I think adults can do sick things to themselves. Nevermind piercing which isn't sick even if there's a bunch of piercings out there that totally squick me out.
My preference would be no genital mutilation for children, of either sex and no limits on what adults can do. If you think it's such a great idea, get it done when you're an adult. If you're that obsessed with the genitals of your baby or pre-adolescent, you need to be watched. And when you're an adult, whether it's your religion or you just want to get onto Mad Mad House 2, I just don't think it's my or the government's business what you do to yourself as long as we don't have to clean it up.
Okay.. female genital piercing is a no-no. Can men get their penises (penisii?) tattooed? This is so utterly assinine, I can't think of what to say about it.. mebbe.. wha? huh? Did my genital suddenly become state property? Bleh!! Bleh, I say.

Isn't it amazing how conservatives are all about the government not interfering when it comes to corporations but all for it interfering when it comes to peoples' private lives? One of my friends reminded me of the quote from West Wing, Josh Lyman saying something like, "Republicans want small government; just small enough to fit in the bedroom..."
