VAT is currently 15% (will return to 17.5% in January) but is not charged on food (except "luxury" food and candy), books, magazines, newspapers or children's clothing. It is charged on food in restaurants (because that's a "service"). But as VAT is already included in all prices when you look at the price tag, there's never that shock when you get to the till and find out the item is more expensive than you can afford because of sales tax.
