I have an e-mail account on my ISP (Verizon DSL) that I never use. I have a different host (Dreamhost.com) that hosts my web site, domain and primary e-mail. I strongly recommend dissociating your e-mail services from your ISP services if at all possible. Then your ISP can be assmonkeys and you don't have to deal with it.
Last I checked, my plan at Dreamhost was $10/month. Their service is excellent and usually proactive. I have very few complaints.
