It is believed to be the first time the Scottish church has publicly declared its position on the subject.
The church's College of Bishops made the statement on its website and said clergy had occasionally responded to requests to bless same-sex couples.
The view differs from the Anglican Communion worldwide, which is arguing over the consecration of a US bishop.
The Scottish church said it "had never regarded the fact that someone was in a close relationship with a member of the same sex as in itself constituting a bar to the exercise of an ordained ministry".
Iraqi security forces backed by US troops have seized an insurgent training camp after heavy fighting that left many people dead.
The Iraqi commando unit attacked the camp, 160km (100 miles) northwest of Baghdad, on Tuesday.
At least six Iraqi commandos were among the dead, and some reports said 80 insurgents were killed.
And in Baghdad on Tuesday, witnesses said shopkeepers fought a gunbattle with insurgents, killing three.
The incident happened after the militants had apparently opened fire on passers-by.
Correspondents say the incident is the first time private citizens are known to have retaliated successfully against insurgents.
The fighting came as agreement appeared to be drawing closer on the formation of a new Iraqi government.
A US court has rejected an appeal by the parents of a brain-damaged woman to order doctors to resume feeding her.
Terri Schiavo, 41, who has been in a vegetative state since 1990, has received no food or water since Friday.
The three-judge panel in Atlanta, Georgia, ruled 2-1 to deny the parents' appeal, a day after a judge in Florida also refused a similar request.

It foudn it in the Scottish Church! it makes a great dela of sense that Americvan Anglicans call themselves Episcoplaisn-- just liek the Scots do. We are sister churches, after all!
