nobody kept Colin in the loop, as Bush, Rumsfeld franks and probably Cheny diverted funds Congress thought were for Afghanistan and started pouring concrete in Kuwait.

In Colins' career, he's been kept out of a fair bit, I woudl say, given what his investigation of My Lai didn't find. See http://en.wikipedia.org/wiki/Mai_Lai_Massacre

The connection in my mind is that EITHER they bring in Powell when they want credibility but don't bother to watch his back or Powell's so much a team player he misses those whose only team seems to be their own ideology.
