Actually, I know a lot of people in the outer isles who can't swim. I guess the general idea must be something like "if you're ever in a situation in which you'd need to [boat going down in a storm, whatever], chances are it wouldn't help you anyway" ... though it'd probably be a good requirement to have in a rescue team anyway :)
Both thoughts that had occuured to me. After all, it used to be a great tradition of sailors not learning to swim; "if you're going to drown, why wear yourself out in the process?" ;-) But a lifesaving team...
