I saw this at my vet's the last time I was there, too, and it really annoyed me. Several people came in with huge dogs they had no way of controlling without help from the vet's assistants, and those dogs were just enthusiatic.

Having a dog that you can't control doesn't make you safer; it makes you unsafe.
